Use BrightLocal or DIY – build 50 branded citations. Local directories or niche relevant directories work best here. This will help with anchor text ratios and also build up the sites local authority.

3) Niche Comments
Do around 30 to 50 niche relevant comments, dropped over 30 days, all branded anchor text within the cleaning niche. Google search operator “leave a comment” “cleaning” to find relevant sites to post to.
4) Branded Links – Press Release for anchor text diversity
Do one at the beginning of your link building campaign and another one a few month later. That’s all you have to do here.
5) Relevant Links (I have a network of 50+ cleaning relevant blogs)
Try to building at least 10 cleaning relevant links to your site, ideally on a homepage with max 10 OBL, using your keywords. As we have the press release, citations & comments to mix up the anchor text diversity, we have more than enough links for a nice anchor text profile.
This should give you a nice boost in rankings and would probably be enough to bring your site on #1 page for a low/medium competition keyword.
